Award Description:
Formula allocations vary by county. Contracts are for one year May 7, through May 6 of the following year. Twenty-five percent (25%) of the contract amount will be received up-front after signing the contract. The remainder of the contract amount can be delivered as soon as the appropriate documentation has been provided verifying that performance measures are complete and deliverables have been met.

Eligible recipients are New York State County Soil and Water Conservation Districts (SWCDs).
Summary:
The AEM Base Funding Program provides non-competitive funding to all interested Districts to develop five-year county level strategic plans. The AEM Base Funding initiative enables all Districts to participate at the same funding level, making it possible for more farms to participate in AEM, increase conservation planning activities, and protect past investments through conservation plan updates and Best Management Practices (BMPs) evaluation statewide. The primary goal of AEM is to protect and enhance the environment while maintaining the viability of agriculture in New York State. Additionally AEM strives to: (1) Document environmental stewardship activities that farmers have already undertaken; (2) Implement Best Management Practices (BMPs) on farms consistent with the resources of each individual farm; (3) Help farmers understand and comply with existing and future environmental regulations; (4) Reduce farmers' exposure to liability; (5) Increase the awareness of non-farm community members of how agriculture benefits the environment and their communities, and how farmers are already working to protect natural resources; (6) Increase farmers' awareness of how farm practices affect the environment on and off the farm; (7) Provide "one-stop-shopping" service to farmers in terms of finding out about, applying for and meld together various local, state and federal assistance and incentive programs; (8) Use limited public program and financial resources efficiently by working on farms with the greatest potential for impacting the environment and; (9) Promote teamwork between farmers, agricultural service agencies and agribusiness.
